  • Overview

    MicroTech is actively seeking a talented Vice President, Program & Proposal Operations to lead our Programs and Proposal Operations Division. Individual will responsible for company-wide processes and activities related to the management of GWACS and IDIQs, proposal execution and successful bid responses. Lead color teams and provide final changes during gold team review. Identify and procure additional proposal resources to produce quality proposals. Oversee interaction with Contracts, Finance, Human Resources, and Talent Acquisition departments. The VP also leads and manages all business development efforts associated with multiple-award IDIQ/GWAC and BPA opportunities and oversee bid strategies, pricing, teaming, and proposal strategies. They will team with the associated business units to identify the resources required to pursue, win, and deliver on an opportunity. Manage and execute a budget for capture and proposals resources and ensure that all investment dollars associated with Bid & Proposal (B&P) are properly used in the most effective manner to achieve the desired results.


    • Will conduct strategy development, capture management and proposal response for all multiple-award IDIQ/GWAC/BPA opportunities
    • Work with all business and capture managers to establish strategic plans and objectives
    • Direct all proposal activities, including scheduling and resource allocation
    • Define and update proposal schedules as required
    • Assign proposal management and coordination support
    • Provide proposal strategy guidance
    • Lead the teams pre-proposal capture activities and proposal development including comprehensive capture plans, identifying winning themes, and ensuring proposal content addresses the client’s needs and requirements.
    • Coordinate opportunities across business units
    • Maintain system of tracking, decision-making and reporting on business opportunities throughout the life cycle, from concept to contract. Job requires some travel.
    • Organizes Opportunity Reviews.
    • Supervise and mentor proposal staff and manage all proposal content
    • Will execute exhaustive research and documentation efforts and be responsible to intelligently defend pursuits at all levels of the organization.
    • Will develop, draft, and execute capture plans, decision briefs, business strategies, monthly reports and participate in and/or lead proposal activities.
    • Actively develop and nurture strategic alliances both internally and externally to support the business development strategy.
    • Assist in merging technical capabilities to support opportunities in emerging markets.
    • Provide qualified recommendations for expanding capabilities and entering new business areas via acquisitions and other means.
    • Ensures proposals are compliant and performs final quality check.
    • Review and recommend to CEO final pricing for proposals
    • Will identify training requirements for all Capture and Proposal personnel
    • Identifies and leads departmental improvement efforts.
    • Develops and reports on proposal metrics, status, etc.
    • Develop and maintain a centralized proposal library
    • Ensures compliance with ISO, CMMI, and other quality standards.


    • Bachelor’s degree and 15 years of prior relevant experience with 12+ years of experience supervising or leading teams or projects
    • Proven track record of successful capture and pipeline management across multiple DoD organizations and program offices at a variety of acquisition sizes
    • Demonstrated working knowledge of the Federal Acquisition Regulations (FAR)
    • Ability to use automated tools such as Microsoft Office, Sharepoint, and Project to present ideas, information, and reports
    • Shipley (or other industry recognized proposal training) experience
    • Extensive experience in implementing and executing proposal development processes resulting in a winning track record
    • Ability to analyze request for proposal requirements and develop innovated solutions to differentiate our response to RFPs
    • Work outside of normal business hours during active proposal efforts
    • Significant management experience in Federal Government and Industry related to Program Management, Contracts/Acquisition/Procurement, Business Development, IT and Logistics.
    • Detail-oriented and excellent written and oral communications skills
    • Expertise in time and resource management required
    • Able to lead a fast paced work environment
    • Security clearance at Secret level or higher
    • Ability to gain internal support, operate independently with limited supervision and feedback, and establish a solid working relationship with the Proposal Operations organization, Business Units, Partners and Subject Matter Experts

    Preferred Qualifications:

    • Master's degree 
    • Proven track record of outstanding leadership skills and experience at the VP level to develop, organize and motivate teams to perform highly effectively and efficiently 
    • Government and/or Military experience
    • TS security clearance
